Part of the quest involves going into the Sub 12 area, but the doors to the area are locked, key required, but no key is referenced [REFR:000E3AD4]

The only way to complete this quest currently is to have the manipulation ability as part of the unrelated Ryujin questline. Assuming this is a bug, and perhaps the door should use the UC Security - Well Key [KEYM:000A6574] you can pickpocket from the guards around there. At least that seems to make sense
